《架空配電線路及設(shè)備運行規(guī)程》
第一章 總則
第1.0.1條 本規(guī)程適用于10KV及以下架空配電線路及其設(shè)備的運行。
第1.0.2條 運行單位應(yīng)貫徹預(yù)防為主的方針。根據(jù)地區(qū)和季節(jié)性特點，做好運行、維護(hù)工作，及時發(fā)現(xiàn)和消除設(shè)備缺陷，預(yù)防事故發(fā)生，提高配電網(wǎng)的供電可靠性，降低線損和運行維護(hù)費用，為用戶提供優(yōu)質(zhì)電能而努力。
第1.0.3條 配電線路應(yīng)與發(fā)電廠、變電所或相鄰的維護(hù)部門劃分明確的分界點。分界點的劃分，各地應(yīng)根據(jù)當(dāng)?shù)厍闆r，制訂統(tǒng)一的規(guī)定。與用戶的分界點劃分，應(yīng)按照“全國供用電規(guī)則”執(zhí)行。
第1.0.4條 為了保障配電網(wǎng)絡(luò)的安全運行和便于調(diào)度管理，在供電部門所管轄的配電線路上一般不允許敷設(shè)用戶自行維護(hù)的線路和設(shè)備，如需要敷設(shè)時，必須經(jīng)供電部門同意，并實行統(tǒng)一調(diào)度，以保安全。
第1.0.5條 各級供電部門可以根據(jù)規(guī)程規(guī)定，制訂現(xiàn)場運行規(guī)程。
第二章 防護(hù)
第2.0.1條 配電線路及設(shè)備的防護(hù)應(yīng)認(rèn)真執(zhí)行“電力設(shè)施保護(hù)條例”及其“實施細(xì)則”的有關(guān)規(guī)定。
第2.0.2條 運行單位要發(fā)動沿線有關(guān)部門和群眾進(jìn)行護(hù)線和做好護(hù)線宣傳工作，防止外力破壞，及時發(fā)現(xiàn)和消除設(shè)備缺陷。
第2.0.3條 配電線路對地距離及交叉跨越距離應(yīng)符合“架空配電線路設(shè)計技術(shù)規(guī)程”的要求。修剪樹木，應(yīng)保證在修剪周期內(nèi)樹板與導(dǎo)線的距離符合上述規(guī)定的數(shù)值。 第2.0.4條 當(dāng)線路跨越通航江河時，應(yīng)采取措施設(shè)立標(biāo)志，防止船桅碰線。 第2.0.5條 配電運行部門的工作人員對下列事項可先行處理，但事后應(yīng)及時通知有關(guān)單位:
一、修剪超過規(guī)定界限的樹木。
二、為處理電力線路事故，砍伐林區(qū)個別樹木。
三、清除可能影響供電安全的收音機(jī)、電視機(jī)天線、鐵煙囪或其它凸出物。 第2.0.6條 運行單位對可能威脅線路安全運行的各種施工或活動，應(yīng)時行勸阻或制止，必要時應(yīng)向有關(guān)單位和個人提出防護(hù)通知書。對于造成事故或電力設(shè)施損壞者，應(yīng)按情節(jié)與后果，予以處罰或提交公安、司法機(jī)關(guān)依法懲處。

第三章 架空配電線路的運行
第一節(jié) 巡視、檢查、維護(hù)
第3.1.1條 為了掌握線路的運行狀況，及時發(fā)現(xiàn)缺陷和沿線威脅線路安全運行的隱患，必須按期進(jìn)行巡視與檢查。
第3.1.2條 線路巡視有以下幾種:
1、定期巡視。由專職巡線員進(jìn)行，掌握線路的運行狀況，沿線環(huán)境變化情況，并做好護(hù)線宣傳工作。
2、特殊性巡視。在氣候惡劣(如:臺風(fēng)、暴雨、復(fù)冰等)、河水泛濫、火災(zāi)和其它特殊情況下，對線路的全部或部分進(jìn)行巡視或檢查。
3、夜間巡視。在線路高峰負(fù)荷或陰霧天氣時進(jìn)行，檢查導(dǎo)線接點有無發(fā)熱打火現(xiàn)象，絕緣表面有無閃絡(luò)，檢查木橫擔(dān)有無燃燒現(xiàn)象等。
4、故障性巡視。查明線路發(fā)生故障的地點和原因。
5、監(jiān)察性巡視。由部門領(lǐng)導(dǎo)和線路專責(zé)技術(shù)人員進(jìn)行，目的是了解線路及設(shè)備狀況，并檢查、指導(dǎo)巡線員的工作。
第3.1.3條 線路巡視周期按表3-1規(guī)定執(zhí)行。
第3.1.4條 巡視的主要內(nèi)容:
一、桿塔:
1、桿塔是否傾斜;鐵塔構(gòu)件有無彎曲、變形、銹蝕;螺栓有無松動;混凝土桿有無裂紋、酥松、鋼筋外露，焊接處有無開裂、銹蝕;木桿有無腐朽、燒焦、開裂、綁樁有無松動，木楔是否變形或脫出。
2、基礎(chǔ)有無損壞、下沉或上拔，周圍土壤有無挖掘或沉陷，寒冷地區(qū)電桿有無凍鼓現(xiàn)象。
3、桿塔位置是否合適，有無被車撞的可能，保護(hù)是設(shè)施是否完好，標(biāo)志是否清晰。 4、桿塔有無被水淹、水沖的可能，防洪設(shè)施有無損壞、坍塌。
5、桿塔標(biāo)志(桿號、相位警告牌等)是否齊全、明顯。

二、橫擔(dān)及金屬
1、木橫擔(dān)有無腐朽、燒損、開裂、變形。
2、鐵橫擔(dān)有無銹蝕、歪斜、變形。
3、金具有無銹蝕、變表;螺栓是否緊固、有無缺帽;開口肖有無銹蝕、斷裂、脫落。
三、絕緣子:
1、瓷件有無臟污、損傷、裂紋和閃絡(luò)痕跡。
2、鐵腳、鐵帽有無銹蝕、松動、彎曲。
四、導(dǎo)線(包括架空地線、耦合地線)
1、有無斷股、損傷、燒傷痕跡、在化工、沿海等地區(qū)的導(dǎo)線有無腐蝕現(xiàn)象。 2、三相馳度是否平衡，有無過緊、過松現(xiàn)象。
3、接頭是否良好，有無過熱現(xiàn)象(如:接頭變色，雪先熔化等)，連接線夾彈簧墊是否齊全，螺帽是否緊固。
4、過(跳)引線有無損傷、斷股、歪扭、與桿塔、構(gòu)件及其他引線間距離是否符合規(guī)定。
5、導(dǎo)線上有無拋扔物。
6、固定導(dǎo)線用絕緣子上的綁線有無松弛或開斷現(xiàn)象。
五、防雷設(shè)施
1、避雷器瓷套有無裂紋、損傷、閃絡(luò)痕跡，表面是否臟污。
2、避雷器的固定是否牢固。
3、引線連接是否良好，與鄰相和桿塔構(gòu)件的距離是否符合規(guī)定。 4、各部附件是否銹蝕，接地端焊接處有無開裂、脫落。
5、保護(hù)間隙有無燒損、銹蝕或被外物短接，間隙距離是否符合規(guī)定。 6、雷電觀測裝置是否完好。
六、接地裝置
1、接地引下線有無丟失、斷股、損傷。
2、接頭接觸是否良好，線夾螺栓有無松動、銹蝕。
3、接地引下線的保護(hù)管有無破損、丟失、固定是否牢靠。
4、接地體有無外露、嚴(yán)重腐蝕，在埋設(shè)范圍內(nèi)有無土方工程。
七、拉線、頂(撐)桿、拉線柱
1、拉線有無銹蝕、松弛、斷股和張力分配不均等現(xiàn)象。

3、拉線絕緣子是否損壞或缺少。
4、拉線是否妨礙交通或被車碰撞。
5、拉線棒(下把)、抱箍等金具有無變形、銹蝕。
6、拉線固定是否牢固，拉線基礎(chǔ)周圍土壤有無突起、沉陷、缺土現(xiàn)象。 八、接戶線
1、線間距離和對地、對建筑物等交叉跨越距離是否符合規(guī)定。 2、絕緣層是否老化、損壞。
3、接點接觸是否良好，有無電化腐蝕現(xiàn)象。
4、絕緣子有無破損、脫落。
5、支持物是否牢固，有無腐朽、銹蝕、損壞等現(xiàn)象。
6、弛度是否合適，有無混線、燒傷現(xiàn)象。
九、沿線情況
1、沿線有無易燒、易爆物品和腐蝕性液、氣體。
2、導(dǎo)線對地、對道路、公路、鐵路、管道、索道、河流、建筑物等距離是否符合規(guī)定，
有無可能觸及導(dǎo)線的鐵煙筒、天線等。
3、周圍有無被風(fēng)刮起危及線路安全的金屬薄膜、雜物等。
4、有無威脅線路安全的工程設(shè)施(機(jī)械、腳手架等)。
5、查明線路附近的爆破工程有無爆破申請手續(xù)，其安全措施是否妥當(dāng)。 6、查明防護(hù)區(qū)內(nèi)的植樹、各竹情況及導(dǎo)線與樹、竹間距離是否符合規(guī)定。 7、線路附近有無射擊、放風(fēng)箏、拋扔外物、飄灑金屬和在桿塔、拉線上栓牲畜等。
8、查明沿線污穢情況。
9、查明沿線江河泛濫、山洪和泥石流等異常現(xiàn)象。
10、有無違反“電力設(shè)施保護(hù)條例”的建筑。
第3.1.5條 配電線路的檢查與維護(hù)周期按表3-2規(guī)定執(zhí)行。
